Chairman David Scott Announces Staff Addition and Promotions to Staff Roles

WASHINGTON – House Agriculture Committee Chairman David Scott announced the following addition to and promotions for the Democratic staff of the House Agriculture Committee: Kelcy Schaunaman will serve as Associate Counsel and Legislative Assistant and previously served as Legal Clerk for the Committee. She earned her Juris Doctor from the University of South Dakota School of Law and Bachelor of Science in Agricultural Business from South Dakota State University. Previously, Schaunaman interned for the Committee and in a Senate office. She grew up on her family's farm in Aberdeen, SD, where they plant corn, wheat, and soybeans and have a cow-calf operation. Chu-Yuan Hwang will serve as Deputy Chief Counsel and has been with the Committee on Agriculture as senior counsel since March 2020. Hwang previously worked as an attorney for the Office of the General Counsel at USDA, providing legal advice on the Supplemental Nutrition Assistance Program and other domestic nutrition assistance programs. In 2018, she served as a legislative detailee to the Senate Committee on Agriculture, Nutrition, and Forestry during the 2018 farm bill process. Hwang received her undergraduate degree from the University of Virginia and her law degree from the University of Virginia School of Law. |
